Summary: | One year after Marcoussis, which he has always subjected to the constitution, [Laurent Gbagbo] is, more than ever, master of the situation. While he has now accepted the inter-Ivorian accord, signed under the auspices of Pierre Mazeaud, one wonders if he did not do it just by prudence, rather than by conviction. Besides, for some actors of the Ivorian political scene, provisions of the Marcoussis accords are far from being applied. Gbagbo, as we know, is strongly attached to the DDR programme [Disarmament, Demobilization and Reintegration], which his opponents do not want to adhere to without any guarantees. They seek the adoption of legislative and regulatory texts on thorny issues, such as the law on nationality, land tenure, conditions of eligibility to the presidency of the republic, which the regime wants to subject to a national referendum, against the wish of the other protagonists of the crisis. |
