일본의 행정구역 개편에 관한 고찰 -市町村 통폐합을 중심으로

일본의 분권개혁은 우리나라에도 많은 영향을 주고 있다. 최근 일본 분권개혁의 일환으로서 추진된 기초지방정부 단위의 市町村의 전면적인 통폐합은 平成 대통합이라고 할 만큼 일본 근대 역사에서 중요한 의미를 가지고 있다. 이러한 일본의 시정촌 통합은 1990년대 초부터 진행된 일련의 정치개혁의 연장선상에서 이루어진 분권개혁 운동으로서, 제3차 분권개혁이라고도 한다. 필자는 일본에서 최근 진행된 기초지방정부 단위인 市町村 통폐합 과정의 고찰을 통하여, 최근 우리나라 일부에서 논의되고 있는 행정구역 개편의 정책적 시사성을 도출하고자 한다. It's undeniable that the decentralization reforms underway in Japan have highly impacts on Korea's reform drives for decentralization. The sweeping merges of such local levels of governments as 市․町․村 in Japan, a series of efforts for decentralization, is appraised an epoch-making in Japanese history. The integrations even called by the Heisei(平成) grand-integration in Japan having started in the early 1990s is the decentralization movements driven by a series of political reforms. It's also known as the third decentralization reform in Japan. The author, against the backdrops, is intended to suggest some policy implications on administrative district restructuring in Korea through the investigation of Japanese cases especially with the merging processes of Shi․Marchi․Mura(市․町․村) in focus.
