장애인 이동경험에 기반한 정책 개선 방안 연구-S시의 특별교통수단을 중심으로

· 연구 주제: 본 연구는 장애인 당사자의 이동경험 분석을 기반으로 이동의 제한점과 특별교통수단 이용의 현안을 탐색하고, 이동 개선 방안을 제시하는 것이다. · 연구 배경: 이동은 물리적 이동을 넘어 다양한 일상 영역을 누리고 사회적 삶을 확장하는 데 중요하지만 장애인 이동은 여전히 취약하다. 장애인 이동경험 속 이동의 방해요인과 촉진요인을 파악하는 것은 수요자 중심의 정책에 유용하다. 따라서 장애인 이동에 대한 당사자의 주관적 관점을 통해 이동 개선 방안에 대한 새로운 관점을 얻고 정책 추진방향의 자료로 활용될 수 있다. · 선행연구와의 차이점: 기존 연구는 법·제도 분석이나 공급자 중심의 실태 파악에 치중하여 장애인의 경험을 충분히 반영하지 못했다. 본 연구는 초점집단면접(FGI)을 통해 당사자의 실제 경험을 수집하고 주제분석으로 체계화하여, 지역특성을 고려한 맞춤형 대안을 제시한다는 점에서 차별성을 가진다. 또한 이동 경험을 단순한 권리 차원을 넘어 사회참여와 삶의 질 향상과 연결했다는 점에서 독창적이다. · 연구방법: 이동제약 경험 가능성이 큰 장애유형을 지닌 장애인을 대상으로 FGI를 통해 자료를 수집하였고 주제 분석법(thematic analysis)에 따라 분석하였다. · 연구결과: 분석결과, 대중교통 이용시 어려움과 부담은 ‘장애인 이동의 필요성, 나의 삶’으로, 특별교통수단 이용의 불편한 점과 장벽은 ‘여전히 아쉬운 장애인 이동 문제’로, 일상적 경험의 특별함과 장애인 교통수단의 선택권 확대는 ‘이동이 사회참여로’ 주제로 도출되었다. · 공헌점 및 기대효과: 장애의 보편성을 고려한 장애친화적 교통환경 구축, 특별교통수단 시스템 개선, 인접지역을 권역화하여 특별교통수단의 통합 관리지침 마련, 장애유형에 대한 이해와 시민의식 제고가 논의되었으며, 지역사회 장애인의 이동편의 증진 방안으로서 정책 개선 방향을 제시하였다. · Research topics: This study analyzes the experiences of people with disabilities to explore limitations in mobility and issues related to the use of special transportation services, and proposes improvements. · Research background: Mobility is essential for enjoying various aspects of daily life and expanding one’s social life, however, mobility for people with disabilities remains vulnerable. Identifying both barriers and facilitators within their experience can be useful for user-centered policy-making. · Differences from prior research: Previous studies have mainly focused on legal frameworks or provider-centered assessments, offering limited insight into the lived experiences of persons with disabilities. This study addresses this gap by employing FGI and thematic analysis to present context-specific policy alternatives. · Research method: Data were collected through Focused Group Interview(FGI) and analyzed using thematic analysis. · Research results: The analysis identified three main themes: ‘the necessity of mobility and my life’, reflecting the challenges and burdens, ‘Persistent issues in disabled mobility’, highlighting the discomforts and obstacles, ‘Mobility as social participation’ emphasizing the uniqueness of everyday experiences. · Contribution points and expected effects: This study discusses the need to build barrier free system and presents policy directions aimed at improving transportation convenience for people with disabilities in local communities.
