대학의 세계시민 교육, 어떻게 할 것인가?

급속한 세계화와 정보통신 기술과 교통의 발달로 세계가 하나의 공동체가 되어가고 상호의존성이 높아지면서 국가를 넘어 국제적 차원에서 공동으로 대처해야 할 사회적 문제가 발생하고 있다. 이런 상황에서 세계시민 의식의 중요성이 강조되었고 이에 따라 대학에서 세계시민 교육의 필요성이대두되었다. 이 글은 대학의 교양교육으로서 세계시민 교육을 효과적으로수행하는 방안을 제안한다. GCED는 내용도 광범위하고 그 목표도 다차원적이어서 단일한 교과목을 통해서 효과를 기대하기 어려울 뿐만 아니라GCED를 통해서 기르고자 하는 다양한 역량이 단일 교과목을 통해서 길러질 것이라고 기대하기도 어렵다. 결국 인문학, 사회과학과 자연과학이라는전통적인 자유 학예 교육을 강화하는 것이 GCED의 출발이 되어야 한다. 자유 학예 교육을 통해서 학생들은 세계시민으로서의 정체성을 확립하고 지금 우리가 직면하고 있는 사회적 문제에 대해서 분석할 수 있는 능력을 갖출수 있을 것이고, 여기에 문제의 심각성을 자각하고 그 문제를 해결하기 위해서 고민하고 실천할 수 있도록 유도하는 캡스톤 교과목을 덧붙이는 것이 실질적이고 효과적인 세계시민 교육을 하는 방안이다. With rapid globalization and the development of information and communication technology and transportation, the world is becoming a global community and interdependence is increasing, creating social problems that need to be dealt with jointly at the international level beyond countries. In this situation, the importance of global citizenship has been emphasized, and the need for global citizenship education (GCED) in universities has emerged. This article suggests how to effectively implement GCED as a liberal education in universities. GCED is broad in content and multidimensional in its goals, so it is difficult to expect the effectiveness of a single course. Therefore, strengthening the traditional liberal arts and sciences education should be the starting point of GCED. It will be argued that liberal education will enable students to establish their identity as global citizens and to analyze the social problems that we are facing now, and that adding a capstone course which makes students aware of the seriousness of the problems and encourages them to think and act to solve them is a practical and effective way to do GCED.
