메가시티 논의와 지방행정체제 개편 : 한국형 메가시티의 특수성과 문제점을 중심으로

최근 한국 사회의 지방행정체제 개편에 대한 논의는 기존의 지방자치단체들을 하나로 묶어 메가시티를 조성하고자 하는 움직임으로 구체화되고 있다. 특히 이러한 움직임은 메가시티 조성에 따른 지방자치분권 강화와 경제적·행정적 효율성 제고에 관한 연구들에 의해 정책 추진의 정당성을 부여받고 있는 모양새다. 그러나 메가시티와 관련된 연구들이 다방면에서 심도 있게 진행되고 있는 현 상황 속에서도 한국에서 사용되고 있는 ‘메가시티(Megacity)’라는 용례가 가지는 고유한 특수성과 그 정치적 성격에 대해 주목한 연구는 거의 시도되지 않았던 것으로 파악된다. 현재 한국에서 논의되고 있는 ‘메가시티’라는 개념은 일반적·학술적으로 정의된 것처럼 자연적으로 형성된 하나의 유기적인 거대한 도시권을 뜻한다기보다는 분권형 국가로 변모해가는 과정에서 속에서 나타난 ‘과도기적 체제’이자, 최종적으로는 지방정부 형태의 새로운 지방자치단체를 설치하기 위해 만들어진 ‘제도적 수단’에 가까운 측면이 있다. 이에 본 연구에서는 ‘한국형 메가시티’ 논의의 본질과 그 진행상에 관하여 구체적으로 살펴보고, 이를 바탕으로 한국형 메가시티의 최종 형태로 추정되는 ‘지방정부형 초광역자치단체’가 내포한 다양한 문제점과 우리의 지방행정체제 개편이 나아가야 할 바람직한 방향성 등에 대하여 논의하였다. The recent discussion on the reorganization of the local administrative system in Korean society has manifested as a movement to create a megacity by uniting existing local governments. In particular, this movement seems to be justified by studies on strengthening the decentralization of local autonomy and improving economic·administrative efficiency following the creation of a megacity. However, despite the current situation in which megacity-related studies are being conducted in depth in many fields, few studies have focused on the unique specificity of the ‘Megacity’ use case in Korea and its political nature. The concept of a ‘Megacity’ currently being discussed in Korea seems to be a ‘transitional system’ that emerged in the process of transforming into a decentralized state rather than a large naturally formed urban area, as is the general and academic definition, and ultimately an ‘institutional means’ created to establish new local governments in the form of local governments. Therefore, this study examines the nature and progress of the ‘Korean Megacity’ discussion in detail, discusses the various problems of the ‘Local Government-type Super-wide Local Government’, which is believed to be the final form of the ‘Korean Megacity’, and the desirable direction for the reorganization of our local administrative system.
