A computer: sets a reference of an incentive provided to a group to incentive reference information; stores a service period of a person associated with the group who has used a service in the past in service use performance information; stores information relating to health before and after using the service in diagnosis and treatment information; stores an incentive provided to the group on the basis of the diagnosis and treatment information and incentive reference information in incentive performance information; acquires a change of a health care outcome before and after the use of the service from the service use performance information, the diagnosis and treatment information, the incentive reference information, and the incentive performance information, and generates a service outcome model; and predicts an incentive that could be acquired by the subject group on the basis of the incentive reference information and an outcome predicted by applying the incentive performance information to the service outcome model.
