A power generation device using a thermoelectric effect comprises: a plurality of thermoelectric module units which generate thermal electromotive force caused by temperature difference between a hot plate and a cool plate; a plurality of air-cooling heat dissipation units which are attached to the cool plates of the thermoelectric module units; a plurality of water-cooling heat dissipation units which cool the cool plates of the thermoelectric module units; and a protrusion portion which has a body attached to the hot plates of the thermoelectric module units and partially protrude from the body to approach a thermal energy source, wherein the protrusion portion includes a heating metal plate having a plurality of pores for receiving thermal energy, a voltage transformer which changes the voltage generated in the thermoelectric module units to output voltage having a set voltage level, and outputs the voltage to an output terminal, a battery charging unit which detects power consumption through the output terminal, and charges an inner battery by using the output voltage in accordance with the detection result, and the water-cooling heat dissipation unit supplies cooling water to a place adjacent to the surface of the body of the heating metal plate when the body temperature of the heating metal plate is equal to or higher than a set range. 열전현상을 이용한 전력 발생장치는, 핫 플레이트와 쿨 플레이트의 온도 차이로 인한 열기전력을 발생시키는 복수의 열전모듈부와, 복수의 열전모듈부의 쿨 플레이트에 부착되는 복수의 공냉식 방열부와, 복수의 열전모듈부의 쿨 플레이트를 냉각시키는 수냉식 방열부와, 몸체가 복수의 열전모듈부의 핫 플레이트에 부착되고 상기 몸체에서 일부 돌출되어 열에너지원에 근접하도록 형성된 돌출부를 포함하며, 돌출부는 열에너지를 받아들이기 위한 복수의 타공이 형성되도록 구성되는 히팅 금속판과, 복수의 열전모듈부에서 생성된 전압을 설정된 전압레벨을 갖는 출력전압으로 변경하여 출력단으로 출력하는 변압부와, 출력단을 통한 전력소모를 감지하고, 그 감지결과에 따라 출력전압을 이용하여 내부 배터리를 충전시키는 배터리 충전부;를 포함하며, 수냉식 방열부는, 히팅 금속판의 몸체 온도가 설정된 범위 이상일 경우, 히팅 금속판 몸체의 표면 인접한 곳으로 냉각수를 공급하는 것을 특징으로 한다.
