PROBLEM TO BE SOLVED: To distribute a message in consideration of the reliability and public nature of each facility.SOLUTION: In a power transmission and distribution network operation system, a supply side facility comprises: a message encryption processing unit that encrypts a message to be transmitted by a message encryption key provided per reliability of the supply side facility; and a group encryption processing unit that encrypts messages encrypted by the message encryption processing unit by a group encryption key provided per communication group including the supply side facility or a demand side facility grouped according to a communication objective. The demand side facility comprises: a group decryption processing unit for decrypting the messages encrypted by the supply side by a group decryption key corresponding to the group encryption key distributed to the demand side facility in advance; and a message decryption processing unit that decrypts a message that can be decrypted of the messages decrypted by the group decryption processing unit by a message decryption key corresponding to the message encryption key distributed to the demand side facility in advance.SELECTED DRAWING: Figure 21
