Summary:PROBLEM TO BE SOLVED: To improve power generation performance of a fuel cell by improving a catalyst ink for forming a catalyst electrode layer.SOLUTION: A method for manufacturing a catalyst ink for forming a catalyst electrode layer including a polymer electrolyte having proton conductivity and a catalyst particle having a catalyst comprises steps of: preparing a polymer electrolyte precursor which turns into a polymer electrolyte having proton conductivity via hydrolysis treatment, a high oxygen permeable resin which is a fluorine resin having higher oxygen permeability than the polymer electrolyte, and a fluorine-based solvent which can dissolve the high oxygen permeable resin; and mixing the polymer electrolyte precursor, the high oxygen permeable resin, and the fluorine-based solvent and dispersing the polymer electrolyte precursor into a resin solution in which the high oxygen permeable resin is dissolved in the fluorine-based solvent.
