Summary:PROBLEM TO BE SOLVED: To provide a device and a method for controlling an internal combustion engine which can accurately determine the misfire of the internal combustion engine based on the connected state of the internal combustion engine and a power transmission system. SOLUTION: A vehicle control system 1 corrects an output torque obtained from the rotating angular velocity of the power transmission system by an internal combustion engine inertia moment detection means, a power transmission system inertia moment estimation means, a connected state determination means, a power transmission system inertia moment correction means, and a misfire determination means based on the connected state of the internal combustion engine and the power transmission system, and performs the control for determining the misfire of the internal combustion engine from the result of the correction and the output torque obtained from the rotating angular velocity of a crankshaft 102, thereby enabling the determination of misfire reflecting the effect of the inertia moment of the power transmission system based on the control state of a lockup clutch 22. Consequently, the control system can accurately determine the misfire of the internal combustion engine based on the connected state of the internal combustion engine and the power transmission system.
