The invention relates to a low-cost herbivore fodder which comprises the following materials in parts by weight: 20-25 parts of pennisetum sinese, 30-35 parts of corn, 30-35 parts of bean pulp, 5-7 parts of fish meal, 5-8 parts of bran, 0.5-1.0 part of garlic powder, 0.3-0.5 part of compound enzyme preparation and 0.3-0.5 part of edible salt.
