The invention discloses a catalytic system and a device for preparing benzoic acid by adopting refined coked methylbenzene as a raw material. The catalytic system consists of cobalt naphthenate and powder active-carbon-carrier transitional metal or transitional metal oxide; in order to adapt to the catalytic system, a reaction device is additionally provided with an active-carbon-carrier catalyst solid powder recycling device on the basis of the existing air-liquid bubbling reactor.
