The invention provides a lower control system cooperating with combustion optimization and an implementation method thereof. The method comprises the following steps of obtaining the optimal set value output by an upper combustion optimization system; under a steady-state condition, calculating a following coefficient according to the optimal set value and an actual set value of the lower control system; and according to the following coefficient, conducting automatic correction to achieve the fact that the actual set value follows the optimal set value under the steady-state condition.
