The invention discloses a running simulation system of a digital regulation design of a combined heat and power type steam turbine, wherein an analog quantity calculation loop system is of a building block type combined structure taking a regulating unit as a unit; an idle running simulation regulating system is provided, and an idle running simulation platform is provided on the basis of the idle running simulation regulation system; and an electric and thermal-loading running simulation platform and an electric and thermal operating condition forbidden zone eluding function block loop are provided on the basis of the building block type combined structure of the analog quantity calculation loop system. The invention can be applied to the fast design; the design result of the system can ensure the static decoupling of electric and thermal running conditions of a system with more than four inputs and three outputs of regulation signals; the system can automatically evade the running forbidden zones of the ele
