Summary:Primary and secondary school teachers are important power subjects in teaching materials development. In the context of developing teaching materials under national rights, how to correctly understand and exercise the right to develop teaching materials is related to the practical process of building a high-quality teaching materials system with Chinese characteristics. Through the analysis of relevant policy on teaching materials construction and the investigation of the teachers' teaching materials development practices, it is found that the right of primary and secondary school teachers to develop teaching materials originates from the transfer of people's power and the authorization of policies and regulations under the three-level curriculum management in China. It is an important medium for public power, professional power and goodness-oriented power to jointly demonstrate and interpret the professional values of primary and secondary school teachers in the new era.
