지역방송의 시사보도 프로그램을 둘러싼 제반 담론 : 내부자들의 인식을 중심으로

전국적으로 심층성을 강조하는 시사보도 프로그램이 축소되거나 폐지되고 있는 추세이다. 시사보도가 지역방송의 저널리즘 역할 수행과 밀접한 관련이 있음을 감안한다면, 시사보도 프로그램의 감소 경향은 지역방송 저널리즘의 위협이자 위기라 할 수 있다. 이에 본 연구에서는 시사보도 프로그램에 대한 지역방송 내부자들의 생각과 태도를 살펴보기 위해 기자와 PD를 대상으로 개방형 심층인터뷰를 진행했다. 제주지역 지상파 방송 내부자들의 시사보도 프로그램에 대한 인식은 ‘당위론’, ‘한계론’, ‘변용론’, ‘무용론’ 등 네 가지로 유형화 할 수 있었다. 먼저 당위론은 지역방송의 책무가 ‘시사저널리즘’ 구현에 있다는 입장이다. 방송사나 직종에 따라 약간의 차이가 있기는 하나 시사보도 프로그램의 유지와 존속이 필요하다고 보았다. 방송저널리즘의 공공성을 강조한 입장이라 할 수 있다. 한계론은 시사보도 프로그램의 당위성은 인정하지만, 지역방송이 처한 인적 및 물적 자원을 고려할 때, 시사보도 축소나 폐지를 수용할 수밖에 없다는 입장이다. 지역방송의 경영논리와 맞닿아 있다고 할 수 있다. 변용론은 미디어 환경의 변화를 강조하는 입장으로, 수용자의 미디어 이용행태를 고려하여 시사보도 프로그램을 시사토크 프로그램으로 변용해야 한다는 주장이다. 무용론은 시사보도 프로그램에 대한 시청자들의 관심이 낮아지고 있는 만큼 이를 과감히 폐지하고 지역방송이 가장 잘 할 수 있는 지역뉴스 보도에 집중해야 한다는 입장이다. 미디어 환경의 변화와 한정된 재원 속에서 선택과 집중을 하자는 논리에 해당한다. 한편, 시사보도 프로그램에 대한 인식은 기자와 PD 간, 방송사 간에 다소 간의 차이를 드러냈다. 기자와 PD 간 인식의 차이는 콘텐츠 제작 방식에서, 방송사 간 인식의 차이는 개별 방송사의 인력과 재정 상태, 콘텐츠 제작 환경에서 기인한 결과라 할 수 있다. There is a discernible nationwide trend of downsizing or discontinuing current affairs news programs. Given the intrinsic connection between these programs and the journalistic role of regional broadcasting, the diminishing presence of current affairs news programs represents a significant threat to regional broadcasting journalism. To investigate the perspectives of insiders regarding current affairs news programs in regional broadcasting, this study conducted open-ended, in-depth interviews with journalists and producers. Insiders from Jeju's regional broadcasting disclosed diverse perspectives on current affairs news programs, categorized into four types: Justification Perspective, Limitation Perspective, Transformation Perspective, and Neglection Perspective. The Justification Perspective asserts that regional broadcasting must embody 'current affairs journalism.' While variations exist depending on the broadcasting company or profession, there is a prevalent belief in the necessity of preserving current affairs news programs, emphasizing the public nature of broadcasting journalism. The Limitation Perspective recognizes the justifiability of current affairs news programs but acknowledges the need to scale them back or discontinue them, considering the constraints in human and material resources faced by regional broadcasting, aligning with the management logic of regional broadcasting. The Transformation Perspective accentuates the evolving media landscape, suggesting a shift of current affairs news programs into talk shows, aligning with consumer media usage behaviors. The Neglection Perspective advocates for boldly discontinuing current affairs news programs due to declining viewer interest, urging a focus on regional broadcasting's forte – local news reporting – within the changing media landscape and resource limitations, in line with a logic of making strategic choices and concentrating efforts. Overall, perceptions of current affairs news programs varied between journalists and producers and among different broadcasting companies. Discrepancies in perceptions between journalists and producers stemmed from differences in content production methods, while distinctions among broadcasting companies arose from variations in staffing, financial status, and content production environments.
