AHP를 통한 공공부문 민간 클라우드 도입 촉진의 저해요인 도출 연구

본 연구에서는 공공부문 민간 클라우드 도입 촉진을 위해 우선적으로 해결해야 할 저해요인들을 도출하고자 한다. 공공부문에서 민간 클라우드가 적극 활용될 수 있게 하기 위해 해결되어야 할 저해요인들을 선정하여 AHP 기법을 활용해 상대적 중요도를 분석한다. 분석대상으로는 관련 분야 전문지식을 가진 석․박사 및 연구원, 공공부문 종사자 중 클라우드 보안 관련 지식 및 경험을 보유한 정보화 담당자들로 선정하였다. 분석 결과, 공공부문에서 민간 클라우드 도입 촉진에 가장 저해가 되는 요인은 정책적 요인인 것을 확인할 수 있었다. 본 연구의 결과는 디지털 플랫폼 정부를 구현하기 위해 공공부문 민간 클라우드 도입 촉진을 위한 정책을 수립할 시 클라우드 도입을 저해하는 요인들을 해결하는 데에 큰 기여를 할 수 있을 것으로 기대된다. In this study, we aim to identify the inhibiting factors that must be addressed as a priority for the promotion of private cloud adoption in the public sector. We select the inhibiting factors that need to be resolved to facilitate the active use of private clouds in the public sector and analyze their relative importance using the AHP (Analytic Hierarchy Process) method. The subjects of the analysis are PhDs, researchers, and public sector workers with expertise in the relevant field, particularly those responsible for IT who have knowledge and experience in cloud security. The analysis revealed that policy factors are the most significant inhibitors in the promotion of private cloud adoption in the public sector. The results of this study are expected to significantly contribute to the formulation of policies for promoting the adoption of private clouds in the public sector, which is crucial for implementing a digital platform government, by prioritizing the resolution of factors that inhibit cloud adoption.
