마을만들기 사업의 정착 방안에 관한 연구

연구 주제: 주민참여를 통한 마을만들기 사업의 정착방안을 위한 사례, 문제점과 개선방안을 분석한 연구이다. · 연구 배경: 현재의 마을만들기 사업은 주민의 자발성과 참여 부족, 예산에 대한 높은 의존성, 사업에 대한 지원 추진체계의 미흡, 마을만들기 사업의 다양한 프로그램 부족, 마을 구성원의 고령화 등으로 인해 지속적인 사업추진이 어려운 실정에 있다. · 선행연구와의 차이점: 마을만들기 사업의 실태분석, 경기도 광주시와 충청남도 공주시의 사례 등을 통해 사업의 문제점과 개선방안을 제시하였다. · 연구방법: 문헌조사 방법을 중심으로 선행연구를 고찰하였다. · 연구결과: 주민을 대표하는 마을지도자 육성, 지방 공무원의 역량 강화와 행정복지센터의 권한 강화를 기반으로 하는 행정시스템의 변화, 농어촌 지역의 경우 로컬푸드와 연계를 통한 마을만들기 사업의 확장성 도모, 도시 지역의 경우 마을 만들기 사업을 통한 외국인 관광객의 유치와 홍보에 활용하는 대안을 제안하였다. · 공헌점 및 기대효과: 마을만들기 사업을 통한 정주여건 개선은 인구 유입을 위한 방편으로 볼 수 있으므로, 이는 지방소멸의 한 대안이라 할 수 있다. 그리고 마을 만들기 사업의 공동체 문화 조성은 사라져 가는 지역 문화를 보존하기 위한 측면도 있다. · Research topics: This is a study that analyzes cases, problems, and improvement plans for the settlement of village development projects through resident participation. · Research background: The current village creation project is facing difficulties in continuing the project due to the lack of spontaneity and participation of residents, high dependence on budget, insufficient support system for the project, lack of diverse programs for the village creation project, and aging of village members. · Differences from prior research: The problems and improvement measures of the project were presented through an analysis of the current status of the village creation project and examples from Gwangju-si, Gyeonggi-do and Gongju-si, Chungcheongnam-do. · Research method: Previous research was reviewed focusing on literature search methods. · Research results: Cultivating village leaders who represent residents, changing the administrative system based on strengthening the capabilities of local public officials and strengthening the authority of the administrative welfare center, promoting the scalability of village-building projects through linkage with local food in rural areas, and promoting community development in urban areas. In this case, an alternative method was proposed to attract and promote foreign tourists through village development projects. · Contribution points and expected effects: Improving living conditions through village development projects can be seen as a means of attracting population, so it can be considered an alternative to local extinction.
