도로보수비 지수를 통한 도로보수현황 시스템의 보수비용 분석

도로보수현황의 통계치는 매년 단순 합계 사업비(총액)만 작성되어 시간에 따른 대상-분류별 통계 정보 파악에 어려움이 있으며, 특히 총액 기준 보수 현황은 시간이 지남에 따라 지속적으로 증가하는 형태로만 나타나기 때문에 구체적인 추이를 비교하는데 한계가 있다. 본 연구는 이를 해결하기 위해 도로보수비 총액과, GDP를 활용하여 경제성장, 물가 등 거시경제를 고려한 도로보수비 지수를 제안하고 시간에 따른 도로보수비의 유의미한 변화 추이를 분석한다. 그 결과로 일반국도가 도로보수비의 가장 높은 비중을, 고속도로, 지방도가 그 다음, 나머지 도로가 비슷한 비중을 차지하고 있었다. 총액 기준과 GDP를 활용한 도로보수비지수 추이를 통해 GDP에 비해 도로 총액에 대한 도로보수비의 증가율이 조금 더 높은 것을 확인하였다. 또한 도로비용이 지속적으로 신설․확장보다는 유지보수에서의 도로 개선과 재해 및 응급 관련의 운영․관리 중심임을 알 수 있었다. The statistics of the road maintenance cost are prepared only for simple total project costs (total amount) every year, so it is difficult to grasp statistical information by subject-category over time and there is a limit to comparing trends. In order to solve this problem, we analyze the trend by proposing a new road maintenance cost index that considers macroeconomic factors such as economic growth and inflation by using the total road maintenance cost and GDP. As a result, national highways are accounted for the highest percentage of road maintenance costs, followed by express ways and provincial roads, and the remaining roads accounted for a similar percentage. Through the trend of road maintenance cost index using the total standard and GDP, it was confirmed that the increase rate of road maintenance cost relative to the total road was slightly higher than that of GDP. In addition, the road cost is centered on the road improvement in maintenance and operation regarding management of disasters and emergencies rather than continuous new construction and expansion.
