표상 체계의 관점에서 바라 본 프랑스의 남편 육아 휴직 제도와 효과

· 연구 주제: 2002년부터 시행된 프랑스의 남편 유급 육아 휴직 제도가 부모의 역할 분담, 가사 분담, 남녀의 직업적 평등에 어떤 효과를 발생시켰는지를 살펴본다. · 연구 배경: 프랑스 정부는 남편 육아 휴직 제도 시행 20주년을 맞아 육아 정책 개혁 법안을 논의 중이다. 남편 육아 휴직 제도의 효율성을 평가하고 차기 육아 정책의 향방을 결정지을 다양한 제도적 평가가 생산되고 있다. 이러한 시점에서 프랑스 육아 휴직 제도의 실행 결과를 파악해 볼 필요가 있다. · 선행연구와의 차이점: 뒤르케임(Durkheim)의 사회학적 개념인 표상 체계를 통해 남편들의 가사 육아 행위를 설명한다. · 연구방법: 프랑스 정부에서 조사한 「부모 휴직의 변화 양상 보고서(Rapport : Evaluation du congé de paternité, 2018)」를 중심으로 남편육아 휴직 제도의 효과를 평가하고, 경험적 연구 자료를 활용하여 원인 분석과 대책을 제시한다. · 연구결과: 남편 육아 휴직은 자녀와 함께 보내는 시간을 증가시켜 자녀 양육 활동에 긍정적인 효과를 낳았다. 하지만 짧은 휴직 기간으로 말미암아 남편들은 부모 역할을 우선하고 가사 분담에 소홀한 결과를 나타냈다. 남편의 행위 변화는 혼자서 아이를 장기간 돌볼 때, 국가의 재정적 보상과 제도적 합법성이 보장될 때 발생한다. · 공헌점 및 기대효과: 본고는 프랑스 육아 휴직의 효율성과 제도적 결점을 검토하여, 보편적이고 함의적인 차원에서 남녀 평등의 육아 휴직 정책을 마련하는 데 기여할 수 있다. · Research topics: This article examines the effect of the French paid paternity leave, being implemented since 2002, in terms of the roles of parents, the sharing of household duties, and the equality between men and women. · Research background: After this implementation of institutional system, the french government is under discussion for reform. So various evaluations are atually being produced to improve this policy. We need to examine its system. · Differences from prior research: The sociological concept of Durkheim, Representation system, is closely related to explain the humain behavior, especially the way to use paternity leave. · Research method: We use Rapport : Evaluation du congé de paternité, 2018, produced by the french government and the various experience research to find the improvements of this policy. · Research results: The husband's behavior changes occur when taking care of a child alone and when the leave is prolonged. The paternity leave rate varies depending on the type of leave, also, is influenced by a financial compensation of government and an institutional legality. · Contribution points and expected effects: This subject will contribute to explain the efficiency and deficiency of the paternity leave, so to reduce gender inequality as a universal policy that will be adopted in the world.
