한국 민주시민교육의 현황과 과제

Summary:‘시민’은 민주주의 주체로서 자유와 권리를 인식하고 공동의 문제에 관심을 갖고 참여하는 주체를 의미한다. 민주주의는 민주주의자인 ‘시민’ 없이는 작동할 수도 유지될 수도 없다. ‘민주적 시민성’은 민주주의를 지지하는 사회구성원으로 살아가는 모든 사람이 평생에 걸쳐 실천 행위를 통해 추구해야 할 가장 넓은 의미의 가치이다. 민주시민성은 어려서부터 보고 배우는 지속적이고 의도적인 훈련과 습관의 결과이다. 민주적 시민성을 함양하고자 하는 ‘민주시민교육’은 민주주의의 민주주의다움을 보장하는 가장 기초적인 필수 전제라고 할 수 있다. 그런데 그동안 우리나라의 민주시민교육은 학교교육이나 평생교육 모두에서 성공적이지 못했다. 그렇지만 최근 진보적 시장과 교육감의 출현으로 민주시민교육이 활성화되는 국면을 맞이하고 있다. 특히 촛불시민혁명 이후, 새로운 민주 대통령의 출현은 새로운 시민의 탄생이 더욱 요구된다. 민주적 삶의 양식을 내면화한 교양시민인 공중이 탄생되어야 한다. ‘Citizen’ means a subject who recognizes freedom and rights as a subject of democracy and is interested in and participates in common problems. Democracy can neither work nor be sustained without the democratic citizen. ‘Democratic Citizenship’ is the broadest sense of value that every person who lives as a member of society supporting democracy, must pursue through practice throughout life. Democratic citizenship is the result of constant and intentional training and habits that have been seen and taught since childhood. ‘Democratic citizenship education’, which aims to cultivate democratic citizenship, is the most basic requisite to guarantee the democracy of democracy. In the meantime, the democratic citizenship education in Korea has not been successful in both school education and lifelong education. Recently, however, the progress of democratic citizenship education has been revitalized by the appearance of the progressive mayor and the superintendent. Especially after the Candle Light Revolution, the emergence of a new democratic president is even more demanding for the birth of a new citizen.
