제주 해녀 공동체의 공유지 관리 특성과 사회경제적 지속가능성

본 연구는 공유지 비극의 극복 방안으로 공동체 자치 모델에 대한 기존 사례 연구를 분석하여 성공적인 공유지 관리의 필요 요소와 방해 요소를 도출한다. 이러한 요소를 성공적 공동체 자치 모델로 인정받는 제주해녀 공동체의 사회·경제적 속성과 비교 분석하여, 현재 당면한 내·외부적 변화 속에서 앞으로도 이러한 공동체 내부 기제가 유용하게 작동될 수 있을 것인지, 향후 제주해녀 공동체 자치의 지속에 필요한 사회·경제적 요소는 무엇인지 밝히는 것을 목적으로 하고 있다. 기존 사례에서 도출된 공동체 자치의 성공과 실패 요인에 따라 제주해녀 공동체 내부 작동 기제를 분석한 결과, 신뢰와 호혜성을 향상시키는 생산과 분배체계, 내재된 공동체 의식, 공식·비공식 조직의 역할 분담과 조직 내 제도화된 명시적, 암묵적 규범은 지속가능성의 내·외부 강점으로 작용했다. 그러나 네트워크의 폐쇄성, 생산성의 위기, 동질성의 약화와 새로운 주체의 등장은 내·외부 약점으로 작용했다. 결론적으로 향후 공유지 관리를 위한 제주해녀 공동체의 지속가능성을 위해서는 해녀학교를 활용한 노동의 재생산 기능의 재정비, 공동체 생업 및 문화 전승 주체의 명확성과 해녀 중심의 권한 유지, 그리고 해녀들의 기타소득 보장 방안 마련이 필요하다 This study analyzes previous research on ‘The Self-Governance of the Commons’ to overcome ‘The Tragedy of the Commons’, and derives elements for successful commons management. These factors are compared and analyzed with the social and economic attributes of the Jeju Haenyeo community, a successful community self-governance model. In addition, in the recently changing environment, it is revealed whether this internal community mechanism can be useful in the future. The goal is to reveal what social and economic factors will help the sustainability of the Jeju haenyeo community in the future. As a result of analyzing the internal operating mechanism of the Jeju haenyeo community, the production and distribution system that improves trust and reciprocity, the inherent sense of community, the division of roles between formal and informal organizations, and the institutionalized explicit and implicit norms within the organization served as internal and external strengths of community sustainability. However, the closure of the network, the crisis of productivity, the weakening of homogeneity, and the emergence of new subjects acted as internal and external weaknesses. In conclusion, for the sustainability of the Jeju Haenyeo community, it is necessary to reorganize the reproductive function of labor using the haenyeo school, to maintain clarity on the subject of livelihood and cultural transmission, and guarantee the income of Haenyeo.
