미래 50년 한반도 국제정치와 한국의 선택

한반도를 둘러싼 미래 국제환경은 선형적이고 일률적이기보다는 단속적이고 불연속적인 특징을 보일 가능성이 높아 예측이 쉽지 않다. 미래 한반도를 둘러싼 국제정치환경을 결정할 요소를 생각해보면 첫째, 지구적 세력배분구조의 변화와 패권국의 존재 여부, 둘째, 지구적, 지역적 차원에서 벌어지는 미중 전략경쟁의 양상 및 결과, 셋째, 북한의 전략 변화 및 남북한 관계, 넷째, 일본과 러시아의 국가전략을 포함한 동북아 세력균형의 변화 및 민족주의의 강화, 다섯째, 보건, 환경 문제 등 지구적 문제의 전개과정 및 지구 거버넌스의 변화, 혹은 근본적인 국제정치 조직원리의 변화 등이다. 이러한 변화에 영향을 미칠 기저변수로는 기술과 인구의 변화로 각 국가들의 상대적 국력 분포 및 지구적, 지역적 거버넌스에 영향을 미칠 것이다. 이 글은 향후 50년 간 벌어질 한반도를 위시한 국제관계의 변화를 정확히 예측하기보다는 현재의 중요 흐름들을 짚어보고 이러한 흐름들이 미래에 전개될 수 있는 논리적 양상을 제시하는 것을 목적으로 삼는다. 세계질서의 변화를 탈근대 이행이라는 관점에서 포괄적으로 살펴보고, 미중 간 갈등과 경쟁이 장기적으로 전개될 양상, 그리고 남북관계의 변화를 제시해본다. 이러한 중장기 변화 속에서 한국의 전략적 주안점이 무엇인지를 검토해본다. The future international environment may be unpredictable and discontinuous rather than linear and familiar. Considering the factors that will determine the international political environment surrounding the Korean Peninsula in the future: the change in the global power distribution and the future of a hegemon; strategic changes in inter-Korean relations; changes in the balance of power and strengthening nationalism in Northeast Asia; development of global issues such as health and environmental issues and changes in global governance, and fundamental changes in organizing principle of international relations. Also, more fundamental changes in technology and population will affect the relative distribution of national power and global and regional governance in the future. This article aims to trace critical current trends and present logic that will lead the future trends. Also, it examines the changes in the global order from the point of view of the postmodern transition. It analyzes the long-term conflicts and competition between the U.S. and China and changes in inter- Korean relations. Amid these mid-to-long-term changes, it suggests South Korea’s strategic consideration.
