헤게모니 퇴조와 동북아 지역정치

이 논문은 세계체제론의 ``헤게모니 싸이클`` 이라는 개념 틀을 통해 동북아 지역정치를 논의하는 데 목적을 두었다. 먼저 우리가 헤게모니 이행기, 즉 미국 헤게모니 싸이클을 마감하고 새로운 헤게모니 싸이클의 등장을 개시하는 시기를 맞고 있다고 보았다. 미국 헤게모니가 퇴조하고, 새로운 도전 권력인 중국의 급부상을 주목하였다. 다음으로 이행기의 정치를 두 세력 간의 격렬한 권력경쟁이라는 차원에서 논의하였다. 특히 퇴조하는 헤게모니 국가인 미국의 적응과 수용을 중시하고, 그것이 ``저항적``인 시기와 그렇지 않은 시기로 나누어 검토했으며, 오바마 행정부는 ``축소의 정치``를 구사한다고 해석했다. 중국은 평화발전과 조화세계라는 관념을 통해 ``공세적``이라기보다는 현 상황에 적응해 나가는 노선을 견지할 것으로 보았다. 동북아 지역은 미중 간 거대한 권력경쟁을 배경으로 여러 이슈를 놓고 강력한 충동들이 표출되고 있으며, 그 정치적 이슈로는 미중 간담론 싸움, 북핵문제, 영토분쟁, 동맹문제 등이 등장해있다고 보았다. 결론적으로 현재 동북아의 상황은 낙관적이기보다 비관적이며, 이러한 상황을 타개하기 위해서는 무엇보다도 현실을 냉정하게 읽어내는 분석적 노력이 전제되어야 한다는 점을 강조하였다. This paper intends to analyze the geopolitics of Northeast Asia from the perspective of ``the hegemonic cycle`` proposed by the world-system analysis. It is argued that our times are in transition from the era of U.S. hegemony and thus in the process of the beginning of a new hegemonic cycle. In that vein, it noted the precipitate decline of U.S. and the rapid rise of China. As a result, the geopolitics of Northeast Asia represents a long and inevitable rivalry between two world powers. One of the key factors in the transition politics is the way in which the declining hegemon, i.e., the U.S. accepts and adopts to the changing power situation. Under the Obama administration, the U.S. is trying to adopt to the situation by a contraction strategy. Another key factor is the way in which the rising power, i.e., China reacts to the changing situation. Presently and for some time to come, China`s emphasis is to sustain the peaceful development and harmonious world strategy rather than to pursue an aggressive policy. In Northeast Asia, there are multiple issues of controversy and conflict in the region such as verbal exchanges between the U.S. and China, North Korea`s nuclear issue, territorial disputes, and alliance. These are interpreted as expressions of transition politics. They also represent serious threats to stability and security in Northeast Asia. Collective efforts are necessary to prevent the region turn into a chaotic transition. This analysis is one of such efforts.
