지방정치에서 정당정치의 위상과 과제

본 연구는 지방정치의 유형화, 즉 모델에 대한 이론화 작업을 시도하고자 한다. 고전적 지방정치모델인 정당정치모델은 정당의 중심성을 인정하며, 대의민주주의의 원리하에서 시민과 유권자의 집단적 동원과 엘리트의 경쟁을 중시한다. 현재 한국에서 여론 지지도가 높은 비당파적 개인주의모델에서는 시장의 효율성을 중시하며 소비자이자 고객으로서 개인을 강조하고 있다. 시민단체가 선호하고 있는 동원모델은 시민의 자발적 참여와 권능강화를 최우선 가치로 여기고 있다. 현재 한국은 정당정치모델을 채택하고 있지만 이에 대한 반발과 저항이 거세다. 지역수준에서 정당정치모델을 안정적으로 제도화하기 위해서는 지역정당제도의 허용, 중대 선거구제도와 비례대표제의 확장을 통해 경쟁과 견제의 원리를 제공하는 것이 시급하다. This paper aims at critically examining and systematically constructing the models of local politics in Korea. We can classify three comprehensive theoretical models of local politics especially according to priority of political party. Party politics model centered on all-purpose elected local council and mayor belong to certain party. Non-partisan individualist model focused on markets serving individuals as customers. Mobilization model stressed on the mobilization of disadvantaged people or participation and empowerment of the public. The main argument is that the core task for Korea's democratic consolidation is to promote the political representativeness through constructing democratic and institutional linkages between local politics and party politics.
