경기도 사회복지조례의 유형과 특징에 대한 비교연구: 31개 시·군구를 중심으로

본 연구는 경기도의 31개 시·군구를 대상으로 사회복지조례의 유형과 특징을 분석하고, 분석결과를 바탕으로 경기도 사회복지조례의 발전방향을 제시하였다. 분석결과를 요약정리하면 다음과 같다. 첫째, 국제기구에서는 최근에 들어와서 인권의 측면에서 정보기본권에 관한 조례가 활발하게 제정, 운영되고 있지만, 경기도의 31개 시·군구에서는 상대적으로 정보기본권 조례의 제정은 다소 미흡한 것으로 조사되었다. 둘째, 건강복지와 관련한 경기도 조례를 분석한 결과 장기적인 관점에서 주민들의 건강복지를 지향할 수 있는 실효성이 높은 조례제정이 필요한 것으로 나타났다. 셋째, 노동과 관련한 경기도 조례를 분석한 결과 상당히 많은 조례가 이미 제정되어 운영 중에 있지만, 근로조건을 개선할 수 있는 조례는 지속적으로 발굴될 필요가 있다. 끝으로 경기도는 사회복지조례와 관련해서 다양한 영역에서 조례가 제정, 운영 중에 있는데, 이러한 조례들의 목적이나 세부내용에 유사한 측면이 상당히 많이 발견되고 있는 것으로 나타났다. 향후에는 조례제정에 있어서 조례의 중복이나 유사한 내용의 조례가 제정되지 않도록 사전에 면밀한 검토가 필요할 것이다. This study analyzed the types and characteristics of social welfare ordinances in 31 cities of Gyeonggi-do. The findings of the study show that it is necessary to review the ordinance on the Information Basic Rights in the future. Second, It is necessary to enact ordinances that can aim for the health and welfare of local residents in a comprehensive direction. Third, as a result of analyzing labor ordinances, it is necessary to enact ordinances that can further improve practical working conditions. Finally, Gyeonggi-do has enacted and operated various ordinances related to the social welfare field, and it was found that there are many similar aspects in the contents of these ordinances. In the future, it will be necessary to carefully review the ordinance in advance to avoid duplication of ordinances or enactment of ordinances with similar contents.
