영국과 EU의 재밀착: 실용주의적 접근과 현실적 어려움

본 연구는 2025년 5월 19일 영국과 EU 간 합의된 관계 재설정 협정의 배경과 목적을 분석하고, 향후 협정 이행 및 세부 내용 협상에서 양측이 직면할 수 있는 걸림돌이 무엇인지 규명하고자 한다. 우선 EU의 재설정 협정 추진 목적은 우크라이나 전쟁의 지속과 트럼프 정부가 초래하는 안보 불안의 상황 속에서 영국과 방위 협력이 필요했기 때문이다. 어업 협정과 청년 이동성 보장 등의 분야는 일부 회원국의 이해가 반영되었다. 영국은 EU 시장에 대한 접근성을 높여 브렉시트 이후의 경제 침체를 극복하고 EU 방위산업 프로그램에 영국 방산기업이 참여케 하는 것 등이 주요 목적이었다. 이처럼 양측의 개별적 이해가 존재함에도 불구하고, 협정의 가장 근본적인 동인은 우크라이나 전쟁의 장기화, 트럼프 2기 정부 출범 등 변화하는 국제 정세 속에서 공통으로 인식된 ‘필요성’이었다. 그러나 영국 내 브렉시트 지지 여론과 협정을 주도한 노동당 정부에 대한 정치적 반발, 그리고 EU 내부의 영국에 대한 체리피킹식 접근에 대한 불신과 회원국 간의 협정에 대한 이견 가능성은 향후 협상 과정에서 걸림돌로 작용할 수 있다. 따라서 이번 협정의 의미는 체결 그 자체보다는 향후 이행의 투명성, 실질적 성과, 그리고 정치적 결단을 통한 지속 가능한 협력 구조 구축에 달려 있다. 이에 본 연구는 양측이 인식한 상호 필요성이 실질적 관계 재설정으로 이어지기 위해서는 이러한 장애물을 극복할 수 있는 정치적 의지가 핵심 동력임을 강조한다. This research examines the motivations behind the EU-UK ‘reset’ agreement signed on May 19, 2025, and identifies the key challenges that lie ahead in its implementation and further negotiations. Despite the UK and the EU’s pursuing its own objectives - such as the EU’s need for British defense capabilities and specific member state interests in areas like fisheries and youth mobility, and the UK’s desire to overcome post-Brexit economic stagnation and gain access to EU defense industry programs - ‘necessity’ was the essential factor for their reset agreement. The EU and the UK has a common ground in striking a reset deal; it is the ongoing war in Ukraine and the inauguration of the 2nd Trump administration in the United States which posed new security and geopolitical risks for both sides. Nevertheless, significant obstacles remain. In the UK, the residual pro-Brexit sentiment and political opposition to the Labour government’s approach to reset a relationship with the EU may fuel ongoing controversy. Within the EU, mistrust persists regarding Britain’s cherry-picking approach, and thus disagreements among member states on certain issues could serve as obstacles for further negotiations. Therefore, the signification of the reset deal lies not in its agreement itself but in its transparency in implementation, tangible outcomes, and building a sustainable collaborative structure through political decision. In this sense, this research emphasises that political will is an essential driving force to overcome those obstacles, which eventually leads mutual needs recognised by the UK and the EU to a real reset of their relations.
