Summary:This study has taken a general view of concept and history according to change of circumstance surrounded the juvenile classification system, and considered the criterion of classification, determination of disposition, and institutional treatment around the agenda of Ministry of Justice. The issues and the improvement plans as results of the study are the following. The first, responsible organizations on the juvenile classification system are the juvenile classification office, the juvenile reformatory, and the juvenile delinquency prevention center. It can be suggested the results of different diagnosis because different organizations take charge of this system. Therefore, it should be developed the standard risk assesment tool to judge protection needs of juvenile delinquents. The second, it is necessary to consider that the juvenile classification office takes charge of the juvenile classification system completely for professional investigation. Thus, it should be expanded facilities of the juvenile classification office. The third, it can be restricted a determination of individual treatment to juvenile delinquents that the criterion of classification is provided quantitatively. However, this criterion(agenda) of classification has meaning as reference for consistent classification because the criterion was made through classification officer workshop. Therefore, it is necessary to hold often such workshop that classification officers can exchange the informations.
