러시아 외교정책의 변화: SCO와 시리아 정책을 중심으로

이 글의 목적은 러시아의 상하이협력기구(Shanghai Cooperation Organization: SCO)와 시리아에 대한 정책을 사례로 러시아 외교정책의 변화를 분석하고, 이를 통해 러시아의 한반도정책을 이해하기 위한 시사점을 얻는 데 있다. 이를 위해 이 글에서는 러시아의 안보위협 인식과 지역적 우선성의 지속성과 변화를 살펴보고, ‘문명간 갈등’의 인식하에서 진행되는 러시아의 다자주의적 대외정책과 분쟁해결 노력의 특징을 분석하고자 한다. 러시아의 SCO정책은 우호적 환경 하에서 다자주의의 확대·심화를 보여주고 있으며, 시리아정책에서는 비우호적 환경 하에서 서구의 정책에 대해 ‘균형’을 시도하고 있음을 보여주고 있다. 러시아는 동북아지역에서는 북핵문제를 통해 영향력을 계속 확대하고 있으며, 경제협력의 확대를 모색하고 있다. 이러한 노력은 ‘문명 간 갈등’을 전제하는 경우 상충적인 모습을 보일 수 있다. The purpose of this study is to explore the changes of Russian Foreign Policy, focusing on Russia’s policy towards Syrian war and Shanghai Cooperation Organization (SCO), and to find the implications to the Russia’s foreign policy towards the Korean peninsula. In this study continuities and changes of Russia’s perception of security and priorities of regional policies. Russia perceives main external security threats rises from the competition of values and models of development, summarizing it as clashes of civilizations. Russia seeks to multilateral cooperation in friendly surroundings as in SCO; however, in Syrian war, a unfriendly surroundings, Russia seeks to balancing the West, enhancing its influence in the region. In the Northeast Asia Russia has pursued to enhance its status as mediator of North Korean nuclear issues and further economic integration in the Asia-Pacific region. With the perception of clashes of civilization, balancing and enhancing economic cooperation may resulted in confliction.
