Summary: | The implementation of farm land consolidation that takes into consideration mobilization of land for agricultural use and formation of land use order (planning subjects) is required. To realize these planning subjects, plans such as 1) investigation and design, 2) replotting plan and 3) land use controls at an implementation program and management program level have been made. Moreover, plans such as 1) comprehensive municipal plan, 2) comprehensive district plan and 3) comprehensive district plan by inhabitants at a pilot plan and master plan level have been made. This paper summarizes those plans and features, investigates studies of those plans and makes clear the points mentioned below. (1) Investigation and design, standards for replotting design and land use controls are effective in implementing the land consolidation projects and giving security against breaking the subjects of consensus on mobilization of land for agricultural use and formation of land use order, but are not useful in promoting consensus building. (2) To promote consensus building, making a comprehensive district plan by inhabitants is neccesary, and it's effective to use the “Kande method” as a planning method. (3) It is desired that the comprehensive district plan made by inhabitants be a conflict model of a rural planning system which is composed of a comprehensive municipal plan, municipal implementation program, district implementation program and so forth. |
