At moment, WEBGIS of GIS was one of the hottest topics with quickly development. WEBGIS was one of the very rapidly developing hot point direction of GIS subject development and application at moment, the development of WebGIS was special important. The article was limited on introducing the present computer system structure and development requirement of WEBGIS system, then, discussed the developed java MapXtreme principle of WebGIS based on java and the relative technology in the developing course on the base of comparing to. Finally, Minqin Ecological Poverty reduction Information System(MEPIS) was developed and implemented.
