Summary:The global dynamics of technological changes leads to intensive use by scientific groups of knowledge produced by other teams and increase in the dependence of scientific and technological achievements on the use of results in other scientific groups, institutes, companies. Various types of information resources are used to promote the research results of organizations employees, to ensure fame in the international scientific community, and to consolidate the priority for discoveries. Revealing patterns in the information flows of scientific information, the paper considers methods of increasing publication activity based on scientometric tools and tools for analyzing patterns in information flows. An integrated approach to increasing the recognition (visibility) of publications of scientists and scientific organizations in the world is considered, as well as methods for identifying the most promising and successful projects, including the field of the IEEE Technology and Engineering Management Society (TEMS). Scientometric indicators, in this case, are used as markers of certain qualities of the information flow. It is noted that the main goal has always been and remains the availability of information about scientific achievements, ideas and developments within a specific thematic area and in the world scientific community as a whole.
