Summary:This paper aims to examine how to settle objections by inhabitants at German plan decision procedure, which is placed at implementation stage. This article deals with one case of road construction project in senat Berlin, and investigates the conditions and process of the projects, and analyzes many objections, for example, necessity of the project, choice of the line, land use, air pollutant, noises, landscape protection, residential environment, land purchase, whole procedure at one case of road construction project in senat Berlin. The result is that the authorities of this project change the plan or do measures based on legal system basically, but there are some cases based on no legal system for convenience sake. This paper also argues the necessity of the system of official announcement of objections, and all decisions to make clear the reasons of all decisions.
