Under the guidance of subject service theory, this paper constructed a public English teaching mode for graduate students with students' needs oriented and teaching resource as the main axis, embedded by the whole learning process including need analysis, goal setting, plan making, process monitoring and effect appraisal, to form a new operating mechanism covering students' needs survey, teaching resource construction, learning strategy training and information literacy education.
