United States is the world＇s dominant force in the development of MOOC which originated in abroad, and has accumulated much valuable experience. It is accomplished especially in the public library and provides a variety of support for the MOOC development in the field of library, like organizing group discussion activities, providing free network and resources, acting as the copyright consultant, developing and providing MOOC and so on. China can draw lessons from the successful development experience of public libraries in United States, and give full play to its own human resources, library resource and the role of ＂the third culture space＂.
