生态文明背景下上海新一轮土地利用总体规划探索与实践

已经迈入后工业化发展阶段的上海,资源环境紧约束的瓶颈愈发凸显,同时国家关于加强生态文明建设新形势也对上海的发展提出了新要求.上海在此背景下开展全市新一轮土地利用总体规划修编,对引领城市转型发展具有重要作用.本文分析了当前上海发展面临的现实与挑战,从生态文明建设需要、全球城市建设经验与空间规划改革入手,阐述了当前规划编制与空间治理创新的趋势与要求,详细介绍了上海新一轮土地利用总体规划在战略转型、空间谋划、实施强化等方面所做的探索与实践....

Shanghai has entered a stage of post-industrialization development, in which its development is increasingly constrained by resource and environmental limitations. The state has requested new development in Shanghai, while concurrently strengthening ecological civilization construction there. In this context, the overall planning of land use revision is important in the transformation of urban development. First, this paper presents an analysis of current development and the challenges that Shanghai faces.
