Summary:以河北省农村最低生活保障制度为研究对象,从河北省农村低保制度的运行现状入手,分析了目前河北省主要存在的覆盖面不全、标准较低、财政投入不足等问题,并提出了适当提高农村低保标准与扩大农村低保范围;增加财政投入基数,创新筹资渠道;积极落实精准扶贫政策,完善农村低保制度等措施,进一步完善社会救助体系,提高农村贫困人口生活水平等对策。
Bibliography:According to the current operation situation of rural minimum living guarantee system in Hebei province,the author analyzes the existent main problems in rural minimum living guarantee system in this province at present,such as incomplete coverage,low standard and insufficient financial investment,and presents the following countermeasures： appropriately increasing the rural minimum living standard,and expanding the scope of rural minimum living guarantee; enhancing the base of financial investment,and innovating fundraising channels; actively implementing the policy of precise poverty alleviation,and improving the rural minimum living guarantee system and other measures; further improving the social assistance system,and raising the living standard of rural poor population.
