农村居家养老困境及实现路径分析

农村地区推广居家养老是一种必然趋势，但也面临着资本资源、基础设施、人力资源以及老人居家养老意愿等因素的桎梏。本文首先分析了现阶段推广农村居家养老在上述因素中的种种困境，并对相关原因进行了深入剖析；其次，针对相关困境及其原因，提出了因地制宜、循序渐进推进农村居家养老，分类分层、最大效用地满足农村老人养老服务需求的实现路径；最后从发展经济、增加财政支持，改革管理体制、强化基层自治与服务，扩大队伍、增强人员素质和加强宣传引导等4个方面提出了农村地区推广居家养老服务的保障措施。...

The popularization of home-based care for the aged in countryside is an inevitable trend, but it is also faced with several dilemmas, such as the insufficient capital resources, infrastructure and human resources, and the old＇ s weak willingness of being cared at home. The author firstly summarized the various difficulties in the popularization of home-based care for the aged in rural area at the present stage, deeply analyzed the relevant reasons, and then put forward the following paths to realize the home- based care for the aged in countryside ： gradually promoting the home-based care through adjusting measures to the local conditions ; high-efficiently meeting the demands of the olds by conducting hierarchical classification, finally raised the following supporting measures for the popularization of home-based care for the aged in rural area： developing the economy, and increasing the financial support
