Reviewed the historical reality of the Three Gorges Reservoir area, this paper analysed opportunities and challenges for the development of reservoir area immigrants＇ security and wealth,which were supported by pohcies.Taking the town of Fengdu county, Long hole reservoir,which was a base of demonstration industrial production as an example. The paper initially explored ＂million income＂ innovation modal of immigrants＇ security and wealth,building the demonstration industrial production base,innovating newly industrial coooeration model, providing new roads for immigrants to get rich, improving immigrants＇ income.
