Aiming at the government-magistral status in the whole operating process of the urban public space in the past,this research analyzed the existing problems caused by the lack of the social participants at present,and introduced the main solutions to the corresponding problems through the social participant behavior by means of combining with the successful cases in the world.Finally,this paper gave the overall strategy of enhancing the social participant behavior,in order to make the urban public space of China form good and effective operating mechanism.
