| Summary: | Last September saw the long anticipated adoption by the European Parliament and Council of a directive regarding number portability and carrier preselection. Representing a cornerstone of EC efforts to increase competition in the European marketplace, carrier preselection, and more importantly, the methods by which it is carried out, have been the subject of much contention. UK regulator, Oftel, has issued two consultation documents concerning implementation of the new directive. In July 1998, it released its Carrier Pre-Selection in the UK document. Since January 1, 1998, section 43 of Germany's current Telecommunications Act has required implementation of carrier preselection. In France, alternative carrier selection using prefix codes has been available since January 1, 1998. However, there have been complaints on the part of carriers. |
