첨단기술의 확산에 따른 정부 포상제도 심사과정 개편에 관한 연구

디지털 기술의 발달, 기후변화로 인해 첨단기술의 중요성이 대두되며, 첨단기술 확산 현상이 나타나고 있다. 이처럼 새롭게 등장하고 있는 첨단기술은 국가의 경제성장과 발전에 중요한 역할을 담당하고, 산업계로의 확산이 이루어지며 이를 위해 정부에서는 기술혁신정책을 추진하고 있다. 새로운 기술이 대두할 때마다 기술혁신의 과정 및 결과를 국가적 차원에서 어떻게 활용 및 확산하느냐는 중요한 화두였으며, 정부 차원에서는 우수한 과학기술 성과를 포상하는 제도가 중심이 되어왔다. 본 연구에서는 새롭게 대두되는 첨단 과학기술 혁신의 과정 및 결과를 정부차원에서 객관화하고 공식화하는 정부 포상제도의 개편 과정을 검토하고, 이를 기반으로 민간 기업 대상 정부 포상제도 심사위원회 및 심사과정의 개편 필요성을 제시하고자 한다. 유관 제도 분석을 통해 첨단기술의 확산에 따른 민간기업 대상 포상제도를 확대하는 시사점은 두 가지로 요약된다. 첫째, 디지털 전환과 탄소중립과 같은 분류되기 어려운 신기술을 적용할 수 있는 기존의 융복합 분과를 확대하는 방안이다. 둘째, 기존 간단한 심사위원회를 세분화하여 첨단기술들이 적용될 수 있도록 제시하는 방안이다. Due to the development of digital technology and climate change, the importance of high-tech technology is emerging, and the spread of high-tech technology is emerging. These emerging high-tech technologies play an important role in the country's economic growth and development, and they are spreading to the industry, and to this end, the government is promoting technological innovation policies. Whenever a new technology emerged, how to utilize and spread the process and results of technological innovation at the national level was an important topic, and a system that rewards excellent scientific and technological achievements at the government level has been centered on the system. This study examines the reorganization process of the government reward system, which objectifies and formalizes the emerging process and results of advanced science and technology innovation at the government level, and, based on this, suggests the necessity of reorganizing the government reward system and the review process for private companies. Through the analysis of related systems, the implications of expanding the reward system for private companies according to the spread of advanced technologies are summarized in two ways. First, it is a plan to expand the existing convergence division that can apply new technologies that are difficult to classify, such as digital transformation and carbon neutrality. Second, it is a plan to subdivide the existing simple screening committee so that advanced technologies can be applied. KCI Citation Count: 0
