우리나라 수출입 중소기업의 원산지 증명서류 관리와 사후검증 성과에 관한 실증연구

글로벌 무역 환경 확대 및 국제경영의 다각화 속에서 자유무역협정 확산 추세가 증대되어 2020년 1월 기준우리나라는 56개국과의 16건 FTA가 체결되었고, 주변 신흥국가와의 FTA도 지속적으로 추진하고 있다. 이렇듯 FTA를 지속적으로 추진하는 근본적 이유는 체결국 상호간에 특혜관세를 적용받고 국내 기업들의 해외시장경쟁력을 갖추기 위함이다.본 연구의 목적은 FTA협정 체결에 있어 원산지규정의 중요성 이해와 수출입 기업들의 원산지 증명서류의체계적 관리에 대한 방향을 제시하는 것이다. 원산지 증명서류의 체계적 관리요인 및 사후검증 컨설팅 운영수준요인을 도출하여 성과와의 영향관계를 살펴볼 것이고, 추가적으로 FTA비즈니스 사례 활용 여부를 조절변수로 측정하여 보다 심층적인 영향 관계를 도출할 것이다.본 연구는 우리나라 수출입 기업의 원산지 정보관리를 가능케 하는 서류의 체계적 관리와 컨설팅 운영 수준요인, 사후검증 대응성과에 관한 설문조사를 수행하여, 각 변수를 구성하는 세부 요인을 측정하고자 하였다.연구 표본은 상공회의소 및 중소기업 중앙회 소속 회원사 및 경기지역 FTA 활용 교육 대상 실무 담당자가그 대상이다. 설문의 기간은 2019년 9월～2019년 11월까지 약 3개월에 걸쳐 Likert 5점 척도로 설문이 실시되었고 온 오프라인으로 총 122부를 배포하여 최종 연구데이터에는 105부를 활용하였다.본 연구의 결과를 요약하면 다음과 같다. 수출입 기업의 원산지 증명서 체계의 시스템적 관리 운영과 원산지사후검증 컨설팅관리 수준은 사후검증 대응성과에 긍정(+)의 영향을 미쳤다. 또한, FTA비즈니스 사례 활용요인은 두 개의 독립변수와 사후검증 대응성과 사이에서 조절적 효과를 보였다. As of January 2020, Korea signed 16 FTAs with 56 countries and continued to pursueFTAs with neighboring emerging economies due to the growing trend of free trade agreements amidthe expansion of the global trade environment and diversification of international management.The fundamental reason for the FTA's continued push is to ensure that domestic companieswill be more competitive in overseas markets with special tariffs applied to each of the signatories.The rules of origin play an important role in carrying out the effective implementation of the FTAin signing FTA with overseas economies.The purpose of this study is to give an understanding of the importance of the rules oforigin in the conclusion of the FTA and the direction for the systematic management of certificateof origin by export-import companies. We will explore the impact of performance by derivingsystematic management factors and level factors of post-verification consulting operation of certificateof origin, and further measure the use of FTA business cases as adjustment variables to derive morein-depth impact relationships.This study was designed to measure the detailed factors that make up each variable byconducting a survey on systematic management of documents that enable information on the originmanagement of Korean import and export companies, and on the level of consulting operation, andperformance of origin verification The sample of the study is for member companies belonging to the Chamber of Commerceand Industry and the Central Council of Small and Medium Businesses, and for working-level officialswho are subject to education on utilizing the FTA in Gyeonggi Province. The survey period wasconducted on a five-point scale of Likert over three months from September 2019 to November 2019and a total of 122 copies were distributed on and offline, utilizing 105 parts for the final researchdata.The results of this study are summarized as follows. The system management operationof the certificate of origin system of import and export companies and the level of consultingmanagement of origin verification had a positive effect on origin verification response performance.In addition, the FTA business case utilization factors showed a modulating effect between the twoindependent variables and origin verification response performance.
