헬싱키 최종의정서 이행과정 연구: 인권과 바스켓3을 중심으로

국내에서 북한인권에 대한 관심이 높아지면서, 외부 개입을 통한 해결방식의 하나로 헬싱키 프로세스에 대한 관심이 높아지고 있다. 그런데 헬싱키 프로세스에 대한 국내적 논의는 과정으로서 접근하기보다 결과 중심으로 접근하여, 헬싱키 프로세스의 형식적 틀의 적용을 위한 시사점에 집중되어 있다. 하지만 헬싱키 프로세스는 최종의정서 채택 이후 그 실행을 위한 역동적 과정이 중요하다는 점에서, 전체 과정의 역동성과 논쟁, 각 행위자의 역할에 주목할 필요가 있다. 최종의정서를 이행하기 위한 일련의 과정은 후속회의와 전문가 모임으로 구성되어 있다. 본 연구에서는 후속회의와 전문가 모임을 중심으로, 최종의정서에서 합의된 인권과 바스켓3 관련 조항의 이행과정을 분석하고자 한다. As South Koreans` interest in North Korean human rights increases, there has also been increased interest in the Helsinki Process as a method of problem-solving through external intervention. Nevertheless, the national debate on North Korean human rights has focused mainly on applying the formal framework of the Helsinki Process, showing more concern for the final results than the process. Considering that the dynamic processes of implementation after Final Act`s adoption are of great significance in the Helsinki Process, we need to pay attention to the dynamics of the whole process, points of argument, and the roles of each actor. The series of processes for implementing the Final Act consist of follow-up meetings and experts` meetings. This study aims to analyze process of implementing the provisions of the Final Act related to human rights and the ``Basket 3`` concept by focusing on these follow-up meetings and experts` meetings.
