북한의 지방행정 두텁게 기술하기 : 평안남도 ○○군의 공간분할을 중심으로

지금까지 북한 행정 연구의 문제점 가운데 하나는 제한된 자료로 인한 부족한 정보였다. 이 연구는 풍부한 북한 지방행정의 자료를 두텁게 기술함으로써 북한 지방행정의 기능을 종합적으로 이해하는 데 있다. 우선, 북한 지방행정에 대한 충분한 자료를 확보하기 위해 관료 경험이 있는 북한이탈주민과 공동으로 연구를 진행하였다. 북한이탈주민이 정보제공자 역할에 제한되었던 선행연구와 달리 연구에 참여함으로써 이들이 가지고 있는 북한 지방행정에 대한 많은 경험적 자료를 모을 수 있다. 또한 이 연구는 북한의 구체적인 행정단위인 평안남도 ○○군의 농업, 지방산업, 지방상업, 교육, 보건, 문화 시설들과 행정기관과의 구체적인 상호작용을 통해 북한 지방행정의 기능에 대한 총체적인 이해가 가능하다. 마지막으로 북한의 농촌지역인 ○○군의 리(里)와 읍(邑)의 공간분할을 분석함으로써 북한의 농촌지역에 대한 이해와 함께 농업지역개발정책 역시 간접적으로 이해할 수 있다. So far, one of the problems of administrative research in North Korea was lack of information due to limited data. The purpose of this study is to comprehensively understand the functions of North Korean local administration by describing abundant North Korean local administration data. First, in order to secure sufficient data on the local administration of North Korea, we conducted joint research with North Korean defectors who had bureaucratic experience. Unlike the previous studies where defectors were limited to information providers, many defectors from the bureaucracy can participate in the study and gather much empirical data on the local administration in North Korea. In addition, this study will provide a comprehensive understanding of the functions of North Korean local administration through specific interactions with agriculture, local industry, local commerce, education, health, cultural facilities and administrative institutions of North ○○ County, It is possible. Finally, by analyzing the spatial division of Lee and Eup in ○○ County, North Korea’s rural area, it is possible to understand North Korea’s rural areas as well as the development policies of agricultural areas indirectly.
