폴라니(Polanyi)의 이중운동과 브렉시트(Brexit): 자유주의적 경제통합과 중상주의적 보호주의

본 논문은 영국이 브렉시트를 선택하게 된 원인을 분석하고자 한다. 이 논문은 브렉시트를 유럽연합에 내재된 구조적 모순이 표현으로 분석한다. 유럽연합이 가지고 이는 모순은 폴라니(Polanyi)의 이중운동(double movements)이라는 개념으로 설명될 수 있다. 이중운동은 “자기조정적 시장(self-regulating markets)”을 형성하려는 경제적 자유주의와 “사회의 자기보호(self-protection of society)”라는 두 가지 조직원리 간의 충돌이다. 자기조정적 시장을 형성한다는 것은 가격 메커니즘에 모든 사회를 종속시켜야 하는 것이고 이로 인해 필연적으로 사회의 인간적ㆍ자연적 실재가 파괴되게 된다. 따라서 사회는 시장으로부터 자신의 보호하기 위한 조치를 취할 수밖에 없지만 이러한 조치는 자기조정적 시장의 기능을 훼손할 수밖에 없다. 유럽연합을 형성하는 과정은 자기조정적 시장에 기초하여 지역적 수준에서 경제를 통합하는 과정이었다. 브렉시트는 이에 대한 대응으로 자기조정적 시장이 야기하는 불안정성으로부터 자신의 보호하려는 사회의 자기보호의 한 형태로 볼 수 있다. 하지만 왜 유럽연합의 회원국 중에서 하필 영국이 유럽연합을 탈퇴했는가를 설명하려면 영국 자본주의의 특징을 살펴볼 수밖에 없다. 본 논문은 영국 자본주의가 가지고 있는 상대적으로 강한 자유주의적 성격 때문에 브렉시트라는 형태로 유럽연합의 모순이 발현되었다고 분석한다. This paper aims to explain what has brought about Brexit. It argues that Brexit has been caused by the intrinsic contradiction of the European Union (EU). This contradiction can be explained in terms of Polanyi`s double movement. Double movement indicates the conflict of two different organizing principles of society, self-regulating markets and self-protection of society. The establishment of self-regulating markets is to subject all the elements of society to price mechanism, which inevitably destroys the human and natural substance of society. Therefore, society has to take measures to protect itself from markets, which in turn impairs the function of self-regulating markets. The construction of the EU can be seen as a process of regional economic integration based on self-regulating markets. As a response to such an integration, Brexit can be considered as a kind of self-protection of society for protecting British society from insecurity caused by self-regulating markets. In addition, in order to answer to the question why Britain has chosen exit from the EU, we have to look at the liberal nature of British capitalism. In this regard, this paper argues that due to the liberal nature of British capitalism, the contradiction of the EU was revealed in the form of Brexit.
