광역의회의 여성 정치대표성과 여성후보의 당선경쟁력 - 2014년 지방선거를 중심으로

한국 의회의 여성의원 비율은 국회나 지방의회 모두 매우 낮은 수준이며, 그 중 광역의회의 여성 대표성은 가장 낮은 특징을 보인다. 이 연구는 정당의 역할에 주목하고 2014년 광역의원선거를 대상으로 어떤 변수가 후보의 당락에 영향을 미치는지, 특히 당선경쟁력의 성차를 규명하는데 중점을 두었다. 경험적 분석결과, 여성과 남성후보의 당선경쟁력은 통계적으로 유의한 차이가 없었다. 남녀후보의 당락에 중요한 영향을 미치는 변인은 성별이 아닌 소속정당과 지역주의, 현직 여부와 같은 정치배경 변인들이었다. 결론에서는 광역의회의 여성 정치대표성을 향상시키기 위한 방안으로 여성 후보의 당선경쟁력을 높일 수 있는 정당의 공천전략을 시사점으로 논의했다. Women in the Korean councils at the national as well as the local levels are disproportionately underrepresented. The percentage of women in higher-level local councils is very low, in particular. This study, noting that the women’s representation heavily relies on the role of political parties, analyzes the determinant factors of electoral success in the higher-level local council election in 2014. It finds that gender is not the factor with the other variables being controlled. The empirical analysis of electoral success shows that gender has no significant effect. The most important variables are political factors such as political party, regionalism, and incumbency. Thus, the reason of the under-representation of women in local councils should be examined in parties, which nominate few women candidates. This study highlights parties’ strategies for increasing women’s political representation.
