국제개발협력의 변천과정에 관한 연구

본 논문은 국제개발협력이 지난 70년 간 어떻게 전개되어 왔는지에 대한 개괄적인 기술을 통해 그것이 어떤 성과를 이루었는지를 살펴보려고 한다. 국제개발의 주요쟁점들에 초점을 맞추어 시대별 정책과 전략의 변화를 살펴보고 가능한 자료들을 이용해 국제원조의 추이 그리고 UN이 설정한 새천년개발목표의 이행상황 등을 평가해 보고자 한다. 1950년대-1960년대에는 기술적 원조와 재정적 원조를 통한 국민총생산의 증대, 1970년대가 되면 변화는 개발관념에서도 발생된다. 이 관념에서 국민총생산의 증대와 함께 기초필요의 충족, 공용과 소득재분배에 관심을 두는 이른바 성장과 재분배정책이 채택되었다. 1980년대와 1990년대는 시장중시의 정부역할 축소가 대세론을 이루면서 안정화와 구조조정이 주된 관심을 받았다. 그리고 2000년도에는 새천년개발목표(Millennium Development Goals)의 선언을 통해 빈곤을 축소시키고 포괄적 의미를 가진 개발론이 유관기업들과 기관들의 주요관심으로 대두하였다. 한국이 국제개발협력에 좀 더 적극적으로 나서야 하는 이유는 단지 과거 우리가 입었던 은혜에 대한 보은의 차원만이 아니라 그것이 우리들 자신의 의존이나 이해와도 관련이 있기 때문이다. 여러 부문서 노력이 필요하겠으나 인류의 공동 번영과 평화 실현을 위한 개발협력에 적극 동참하고 적절한 협력활동을 전개해 나가는 과제도 반드시 필요하다고 생각된다. 한국의 전문가들이 이러한 활동을 감시하고 독려해 나가면서 국민이 자발적으로 동참할 수 있는 분위기와 여론을 만들어 나가야 할 것이다. This study is meant to examine the results of international development cooperation through a general description of its change process during the last seventy years. In doing so, main issues of international development and changes in policies and strategies per period are to be reviewed and the performance of Millenium Development Goals are to be evaluated. The increase of Gross National Product through the technical and financial assistances the period from the 1950s to 1960s, the policy of growth and redistribution of the 1970s, adoption of the policy of stabilization and restructuring together with liberalization of market during the period from the 1980s to 1990s, and reduction in poverty and the theory of comprehensive development during the 2000s had taken a preponderant occupation respectively. South Korea can be said to be the much more improved position than the past in undertaking international development cooperation, but it still should increase more active engagement and efforts for the common prosperity of mankind and the realization of peace in the world.
