| Abstract | 「はじめに」『日本衛生学会五十年史』によれば, 日本の少子化問題が表面化する以前の日本衛生学会の歩みとして, 第22回日本衛生学会 (昭和27年) 「人口調節シンポジウム」での決議および厚生省当局への建議に, 「……死亡率の低下は (中略) 我国の過剰人口に更に拍車を加えんとしている. これは将来の国民の栄養割当の低下, 体力の減弱ひいては結核その他の疾患の増加を意味する……即ち政府は (中略), 公衆衛生の立場から国民健康保持を目的として国民に自覚的に産児数を整調せしむる如く指導することが最も必要 (後略). 本会は (中略) 政府の (受胎調節の普及促進の) 運動目標は人口の衛生学的涵養という線に修正せられんことを切望する. 以上建議する. 」とある. また, 「附帯決議 (受胎調節の普及を効果あらしむるための協力団体の育成) 設立に際しては, 多年この問題に関心をもち研究を重ねている本会を母体として考慮せらるるよう要望する」とあり, つまり, 基本的人権を明確に規定した新憲法施行後においても「人口の衛生学的涵養」の優性思想に基づき受胎調節・人口増加抑制を本学会から提言していた. |
