Abstract Commonly vehicular ad-hoc network (VANET) are dynamic form of network in nature with maintain huge mobility-based vehicles which changes the topology in a frequent manner. Because of its characteristics effective transmission of data attainment becomes a critical task where it increases the delay, overhead and power consumption during data transmission. Several routing protocols are developed where it transfers the data to the intermediate hops and then to the destination and it's transmitted the acknowledgement to the source. But this kind of path selection is not suitable for the network with frequently changing topology. With the intention of overcoming this entire problem we introduced a newer approach in this article namely Performance Evaluation of Hybrid Traffic Monitoring and Location-based Routing (PHTLR) concentrates on effective cluster based routing and improved communication between the vehicles and the roadside units (RSU). The proposed PHTLR model systematically performed three steps they are system model creation, efficient communication formulation among the vehicles and RSUs to provide effective traffic monitoring among the vehicles and clustering in routing which helps to optimize the routing in better manner. Through these combined methods the vehicles and its transmission path are effectively chosen and as well the data is transmitted in an optimal way and that leads to attain stable communication.
